In a large saucepan, cover potatoes with cold water and bring to a boil. Reduce heat and simmer for 20-25 minutes until tender. Drain and let cool for a couple minutes.
Lightly oil a large baking sheet. Using the bottom of a large glass or jar, smash each potato down on the baking sheet, until about 1cm thick. Brush with olive oil, and sprinkle with salt and pepper. Bake for 25 minutes, until crispy. Serve with aioli and sprinkle with chives.
For the Aioli
Gently stir all ingredients together in medium bowl.
